Very interesting case... Seems like these amulets are not the same for different localizations, cos if you check this link:

You'll see, that description is realy 20% for 30 minutes (NA + EU) and 50% for 1 hour (RU + KR). Since we are using russian localization they might work like 50% - 1 hour, but first of all i'll ask our administration about it and then gonna post an answer here.

Ofc they give the same stats . Just bad translated , I mean the administration should change the description , otherwise none gonna buy them

They use links from database, so manual editing will be a bit hard  But confirmed, it will work like RU/KR buff.
