Fortress reboot

Fortress reboot.

In view of too long keeping of fortresses by one side or by "dead" legions,
we have come up with the decision to add special restart of the server,
which will be followed by "reboot" of the fortresses.

What it is: a forced giving away of a fortress to balaurs,
GP won't be taken from brigate general of the legion keeping the fortress.

"Reboot" will affect fortresses in Katalam, Danaria and upper Abbys,
the other fortresses may be affected as well, if needed.

This will be carried out no often than 1-2 times in a month, when necessary.
Probably, we won't have a necessity to do it monthly.

More changes may occur.

This is a great idea, I hope you keep resetting fortresses 2 times per month so there is a rotation and keeps the server alive during sieges. Please keep doing it! Thank you!
