Why I did not get starter Pack?

Now i am lvl 21 and i didnt get any Kaisinel weapon or Dazzling suits. 

But i saw another player they just have lvl 10 but they got all items

You get the items once per account.  If you are not getting them in the survey then you have already received them on another character, on that account.

Hello,

these gifts are only for one char on the account. If you have received them earlier - you won't get them on the new char on this account. Also, if you have previously created another char, then you won't get the gifts on the second/thirst etc. It also includes deleted characters.
